Cost – The total cost under ‘Modicare’ to cover 10 crore families has been estimated at Rs 4,000 crore. The Center had confirmed the allocation of Rs 2,000 crore for this scheme. The Center will take the help of the states to add the remaining Rs 2,000 crore. However, a tremendous increase in the expenditure on this scheme can be seen if the government converts this program into a universal health scheme which will benefit all the citizens of the country.

It is believed that the government is planning to cover this healthcare to all 24.49 crore families in India within 3 years. An additional Rs 1070 crore will be spent in this.

Meanwhile, in 2010, former President Obama said that Obamacare would cost $940 billion over the next 10 years. However, two years later the Congressional Budget Office had an estimated cost of $1.76 trillion.

They will get benefit-‘Modicare’ is specifically meant for India’s poor while Obamacare is meant to benefit middle class Americans. Obamacare made it mandatory for every citizen to buy insurance cover and offered government subsidies on premiums. However, the recent increase in premiums and the continuing debate over whether it should be repealed is under criticism, with President Trump trying to repeal the act. With regard to the number of people the two plans will cover, Modicare will cover a larger population as compared to Obamacare. According to the 2011 Socio-Economic and Caste Census for Modicare, 10 crore families have been identified on the basis of BPL and APL families. Arun Jaitley said in his budget speech that 50 crore people will benefit from the scheme. As of 2016, Obamacare has benefited about 204 million people under the insurance cover scheme.

premium-Under Modicare, the government will invite bids from insurance companies to cover 10 crore families. These insurance companies will tie up with health care companies where the insured person will be treated. The poor will not have to pay the premium as Modicare promises to provide a cover of up to Rs 5 lakh per family for hospital care. Under the Obamacare Act, the United States government subsidizes premiums to people whose income is between 100-400 percent of the federal poverty line. Compared to Modicare’s limit of Rs 5 lakh, Obamacare has no such limit for essential health benefits. Obamacare also ensures that in case of chronic illness, policyholders get health cover even if they have been out of coverage.

India’s total health expenditure Currently, India’s public health budget is 1.15 per cent of GDP (Gross Domestic Product) and is expected to increase to 2.5 per cent of GDP by 2025. However, the United States spends about 18 percent of its GDP on health care.
